Physical Education and Health School-based Curriculum Development is a various and choosing curriculum development by school,teacher, student, personnel in a specific field and so on. It is under the background of basic education reform in our country, directed by Three-grade Curriculum Management System, according to P.E. and Health Curriculum Standard, after evaluating the student's requirements. This dissertation makes a thorough research about nearly every aspect of physical education and health school-based curriculum development by adopting various researching methods. This thesis paper mainly concentrates on the following respects: basic thought, theoretical basis, development principle, supporting methods, influence factor, activities type, implement procedure, evaluation, and approaches applied are "investigation of documents", "logic inference", "questionnaire investigation", "interviewing the experts", etc. With the analysis of P.E. teachers and students in city, theoretical frame and implement procedure are shown. It is helpful and experiencing for P.E. teachers to develop, and promotes the implement of curriculum standard of P.E. and Health, develops the theory of school-based curriculum development, enriches the theory of curriculum. The research shows: 1 .P.E. teachers are the main body of P.E. and health curriculum development, lead to success of curriculum development, so they need to learn to enrich themselves. 2. Every school must have his educational idea, and has his objective when developing. 3 .The importance of P.E. and health school-based curriculum development is the use and choice of curriculum resources.
