The competition of the human resources is the most outstanding characteristic in era of knowledge economy of 21century.The human resources are main factors of economic development, and main resources that the university developed. Especially under the market-oriented condition, the competition between the universities is fiercer and fiercer. Competition of university shows talents' competition, and university' development depend on quality and vigor of their human resources. University is the forward position of the strategy that promotes our nation through science and education and power source of national innovative system. If the universities wants to survive, develops in the spring tides of market economy and knowledge economy, they must carry on the innovation of human resource management system and operating mechanism. This thesis pays attention to academy and real combination, aiming at the present conditions that the study concentrate on the industrial and commercial enterprises, draw the thought and theory of human resources management into university's human resources management, and enrich the field about modern human resources management. Meanwhile, the author analyzes the actual conditions of the university manpower resources at present, combining with current situation of management mechanism of Xi'an University of Science and Technology, then proposes that we must establish scientific and reasonable distribution mechanism and strengthen effective excitation mechanism. This is the conclusion. the research and analysis has focalization, helpful to actual work. The research also can help to elevate the level of human resources management and deepen university's system reform.
