Today, higher education is fast-developing, especially after China entered WTO and internationalization of the educational industry , university want retain and develop, that it must take the effective measure in some respects such as thought and team building. The person are the basic strength of creating value, so retaining staff and giving play to enthusiasm and creativity of teachers are the key to the succeeds for university .The construction of teacher's incentive mechanism is regarded as a respect of human resource management, and it has already become the focus question in the university. How does the university arouse teachers' enthusiasm and energy? How retain staff, attract talent , make sure " bring into full play each one's ability "? How can form the new dynamic system of preparing to accept a higher or a lower post, highor low treatment? ......These are questions that a lot of universities are probing into .This text attempts to start with the current and development of incentive mechanism in university, and study a university's teacher's incentive mechanism that it is suitable to high educational development and with sure directive significance to practical operation .This text analyse the teacher's incentive mechanism in university overall and systematically. At first, the article has explained the high educational development trend of popularization, industrialization and internationalization. Basing on it , analysis on university's incentive mechanism current situation and the problems; Secondly, dissertation elaborates basis of the domestic and international motivational theory , including some content type motivational theories, such as Maslow's needlevel theory , ERG theory of Alderfer, dual factors theory of Herzberg, achievementincentive theory of Mcclelland. Some course motivational theories, such as expecting theory, fair theory, establishing goal theory. Some behavior correcting theory, such as strengthening theory, result belonging to reason theory, setback theory. Third, according to the analysis on motivational theory, we draw a conclusion that university must set up teacher's incentive mechanism system including the material encouragement(such as salary , bonus , welfare , subsidy punish , paid holidays ,etc.)and spirit encouragement (such as job development, goal, promote, training, emotion, honor, praise, model, respect, believe, culture ,participate, behavior etc.).In terms of its practical analysis and demonstration ,this thesis takes one university in Yunnan for an instance , offers novel ideas and suggestions to solve problems in the university , and submits principle and model of the incentive mechanism system for its problems.Based on the research , university have to set up an incentive mechanism system which suitable and practical for the reality in order to evoke teachers' working enthusiasm. Only in doing so ,it will realize the situation of " Use excellent excellently , Give good recompense to the good labour",and make outstanding talents grow up and give full play to the ability as soon as possible.
