The Chinese private education, including basic education, career education to high education, has developed rapidly these years. However, its progress is interfered by various restrictions and social biases. The Private Education Law was born on Dec 28, 2002, which is the landmark of the private education in China. Chinese education system is progressing in the operation and competition between the private and public universities.Nowadays more and more private universities attached importance to "soft" environment, for instance, building the teachership, instead of other "hard" environment. In order to build the teachership of the private universities and improve the teaching quality, the university have to be concentrate on constructing the part-time and full-time instructor. However it is found that the combination of the full-time and part-time is a serious problem in the instructors construction. This problem differs from public universities, which reflects the characteristic of the private university, amending the structure of the teachership. How to building the teachership and how to deal with relationship between the part-time and full-time instructors is very important. For the private university, It is not only a temporary but also useful policy. Solving this problem is propitious to develop of the private university and can also offer the experience of reformation and development for public universities.The basic structure of this thesis is as follow:Preface: Introduction to the reasons for choosing the topic, the actuality of current research and the methodology.Episode I : Focus on the definition of the part-time and full-time instructors, historical development and analysis on the actuality.Episode II: Definitude on the division of the full-time instructors and part-time instructors' work, including the characteristics of the job and the cooperation among them.Episode III: Cognition of the full-time instructors and part-time instructors in the Private colleges and universities. It is concluded from the constructive experience and the inevitability of the instructor in Public and Private colleges and universities (especially in America and Japan).Episode IV: It is brought forward that the constructive suggestion for the team of full-time instructors and part-time instructors from the administration of the Private colleges and universities to stabilize the full-time instructors and part-time instructors.Episode V: What can be used for reference to the public university is that the instructors including the part-time and full-time teachers. Firstly, some suggestion is given by analyzing on the problem of actual instructors in universities.
