Teachers in Ideological and Political Education Course undertake the teaching task of the ideological and political education of the Chinese Communist Party(CCP), as well as the task of cultivating students in this respect for Chinese private higher education. In recent years, the private universities have actively carried out teaching reforms, set up special funds, adjusted the human resources management, which to a great extent has surely promoted the construction of the ideological and political teaching staff, and made desirable achievements. Xijing University, as one of the five private universities with master education, is a typical representative with regard to the development of Chinese private universities. Taking Xijing University as an example, this paper is to analyze and study the construction of the ideological and political education teachers in private higher education.Based on the summary of research background and significance, private education policies, as well as related concepts of human resources management, this paper is to analyze the case study of Xijing University’s ideological and political education teaching staff. The construction of its teaching staff on this course has some problems. On the one hand, the age structure of its full-time teaching staff is not scientific with poor stability for its long-term development; on the other hand, part-time teachers frequently change their teaching time for various reasons so that it is difficult to arouse their initiative to full play, which is not good for the teaching management. In author’s opinion, Xijing University should make great effort in recruiting more full-time teachers and strengthening management to change the present situation. To sum up, its problems can be attributed to the factor of ideological and political education teachers, and more importantly to the factor of private universities’ management problem, such as the high ratio of mobility of full-time teachers, easygoing management of part-time teachers, insufficient attention to the course of ideological and political education and the construction of its teaching staff, vague planning and development, and ideological and political education teachers’ poor abilities and initiatives. And what is more important is that as to the ideological and political education teachers the Xijing University is still at its preliminary stage with no real scientific human resources management.In this paper proposes are put forward that will surely promote the teaching staff construction of the ideological and political education of the private universities. Firstly, private universities have to attach great importance to improving the teachers’ status for this course, including promoting teachers’ professional identity, boosting the overall cohesion, innovating talent-training model, raising the quality of teachers, strengthening the ideological and political education teaching staff’s ideological construction, and enhancing their awareness of service. Secondly the private universities are supposed to optimize the full-time and part-time teaching staff system, including making full-time teachers stable, improving the mechanism of selection and training, strengthening the excellent teaching-team building, perfecting the daily teaching management system, making teacher’s total number and recruiting level dynamically balanced; enlarging the teaching staff, and being strict with teachers’ quality. Thirdly they are supposed to improve the management of teaching staff, the teachers’ evaluation and incentive mechanism, changing the monotonous recruiting mode and reinforcing the construction of the teaching staff through the varied recruiting channels, stabilizing its teaching staff, and establishing a comprehensive salary incentive system of both basic salary and indirect welfare in terms of salary and incentives. The private universities should do their best to improve the training and evaluation mechanism, highlight the roles of managerial personnel, establish close relationship among the ideological and political education teachers, students, and the universities to achieve collaborative development and improvement of the teaching quality.
