| Under the leadership and support of the party and government, the inspection and assessment’s work of primary and secondary schools in China has achieved some results: each area has constructed inspection and assessment criteria successively in accordance with the local actual education, which has greatly promoted the popularity of China’s basic education and improved the quality of education. However, there are some problems in our inspection and assessment practice, such as, the content is so complicated. There are national-level indicators, but it lacks some more detailed assessment points on provincial and municipal level. Educational assessment index is not only the basis for supervising the implementation of inspectors, but also benchmarks and the bottom line of a country’s education level. This paper aims at, through the research, summarizing what is worthy to use for reference of the America inspection assessment index for China, and providing reference for the revision of the national, provincial, city, district level of education inspection and assessment index system.In the part of literature review, first of all, these three core concepts are defined: "educational inspection ", “assessment index" and " assessment system". Then, it is the systematic review of "education assessment theory" and "school effectiveness theory", which provides the theoretical support for the quantitative research; Finally, it is the summary of the research status for the inspection and assessment index of American primary and secondary schools, which helps understand the research status and its trend.In the part of qualitative research, it is mainly the analysis on inspection and assessment index theory of primary and secondary schools in America, and an overview of the development process of USA education inspection and contemporary USA education inspection; It is the analysis of these three major indexes content: American primary and secondary school students’ academic achievement, teacher assessment and educational leaders’ assessment.In the part of empirical research, on the side of the process of the interview, a total of 15 subjects were interviewed. The interview results are the arrangement of words, index coding and statistical analysis. In terms of questionnaires, the 2000 questionnaires were distributed to 13 cities in Liaoning Province of China. The respondents is including school principals, educational administrators, teachers, teaching and research staffs, inspectors and experts. Then it is the quantitative analysis of the returned questionnaires, which uses Excel and SPSS statistical software and factor analysis method to obtain the degree of recognition of the extracted inspection and assessment index of the primary and secondary schools in America.Based on theoretical analysis and empirical research, the trend of the inspection and assessment in the primary and secondary schools of America is deeply understood, and the inherent characteristics of indicators and the degree of recognition in China is summarized. Finally, the inspiration from seven aspects is gained: the establishment of social intermediary assessment organization, to develop a unified national assessment criteria; to expand the body of educational inspection and assessment; to strengthen accountability of school guidance; to treat the students equally and admit the diversity of students for teachers; to effectively use of assessment data; to focus on value-added assessment; to enhance the quality of education leaders and responsibilities; to strengthen ties and cooperation between education stakeholders. |
