With the coming of knowledge economy and information times, the society is developing rapidly to the direction of informationalization. Meanwhile, education informationalization has become one of the subject matters of the education reformation. Education informationalization calls forth the early improvement of the teachers' information competence, therefore, the cultivation and improvement of the primary and middle school teachers' information competence, which concerns the success of the new round basic education reformation and concerns the ability of the following generation facing the challenge of the developing society, has become the top issue among the urgent affairs. So we can conclude that the research into the teachers' information competence bears very important realistic meaning, and also carries great reference value to the recognition and optimization of the teachers' competence structure, to the promotion of the teachers' professional level and to the information education reformation in China.The main content is stated as follows:1. The concept of "Information Competence" originates, from the west, as "Information Literacy". It has been rendered by many into "information qualification" or "information culture". Through the research into the historical development and evolution of the term of "Information Competence" and into the definitions given to the term by different scholars and professionals home and overseas, this paper concludes that "Information Competence" is a comprehensive competence consisting of information awareness, information skills, information reasoning, information ethic and the sense of society responsibility, with the comprehensive exercise of information technology as manifestation form. Though the information competence of the primary and middle school teachers has the characters of both general information competence and the proper educational information competence owned especially to the teaching profession, its focus is directed to education practice. As a result, primary and middle school teachers should commit themselves to the cultivation and improvement of the educational information competence.2. The paper analyses the necessity and realistic meaning of the primary and middles school teachers' information competence, which is set down by the characteristics of the information times, by the outlook of person with ability ininformation times and by the influence the information times has over education. The improvement of the teachers' information competence is the key to the smooth advance of the education informationalization, the necessary premise of developing innovative education, the important assurance to the implement of quality education, and finally conducive to teachers to improve the teaching quality. Primary and middle school teachers should have the sense of times and pressure, make great efforts to improve personal information competence, and by so doing can they adapt to the higher requirement the information times has for the teachers.3. It has become the all-society general common sense to cultivate and improve the information competence of the teachers. The cultivation of the teachers' information competence should be given in three aspects: brand-new education ideas, information teaching design competence and the using ability of the information technology implements. The Content of the cultivation consists of basic information theory, strong enough information awareness, information capture ability, the education ability to the students' information mentality and morality., the ability to integrate information technology to teaching, which is the emphasis of the cultivation of the teaching ability. The cultivation of those abilities can be divided into before-service and in-service cultivation, while the in-service cultivation is 1he key part.
