With the influence of the localization and globalization, the study on educational administration has become a new hotspot in the field of educational research in China. The most outstanding characteristic in the reform on fundamental education is to introduce the competitive awareness from the economic area to the educational research. If we have a global vision, we can observe that some western developed countries, such as USA. and UK, also put more attention on how to introduce marketing system to the education management during the education reconstruction campaign which started from 1980s and will be carried forward to tomorrow. Therefore, through observations on foreign management experiences of fundamental education, the thesis reviews the management reform process of fundamental education in China, points out existing problems which are difficult to be solved, and provides a reform direction appropriate for China.Unprecedented attention has been paid to the reform of the fundamental educational administrative system, which is directed by the government, who has made great efforts to carry out the reform , however, the corresponding result is not satisfied. It is the author's considered view that the key of reform lies in the government itself. The government shall learn to change its original administrative position in the fundamental education, understand what are its real challenges, and how to establish a sound the fundamental educational administrative system which is beneficial to the government, the market and the school itself. When relocating education resources, the government shall clearly define the depth degree of quasi-market system in the fundamental education. And the school also shall learn to handle the competitive pressure arising from the market selection, and to find a correct way of independent running of the school, etc.Above-mentioned issues concerning the administrative system are the educational researchers' new topics. The thesis takes the fundamental education as its focus, and the new public management theory as its logic support, and applies the case research method to analyze the background under where the current western countries' fundamental education administrative system is brought out, and discuss the this system's establishment process, and finds out policy suggestions appropriate for Chinese quasi-marketing reform on fundamental education which are expected to provide more theorise reference for the decision-makers of Chinese fundamental education. The thesis provides the suggestion to introduce the marketing system to the fundamental education from following five aspects, that is absorbing the concept on quasi-marketing of the fundamental education, redefining the relationship among government, the school and customers, the appropriate regulation method adopted by the government, establishing a competition system among schools, multipolar running system for school and providing proper school election for customers.
