With the prevalence of the computer and the internet, there is a new question for study and discussion about students' learning effectively in use of the IT environment and internet resources. In the current practice based on inquiry learning, the internet technique has ever been applied in many learning activities, but many of them still rest on seeking materials and etc. But this kind of pure 'technology enhanced' creation strengthens their dependence upon the technique instead of promoting the development of the students' thinking skills.The WebQuest discussed in this thesis is task-oriented and inquiry-based instructional mode, also a new proposition in nowadays. In recent twenty years, it has been applied domestically and abroad. Chinese teachers have developed many examples of WebQuest , but many of them were designed only according to the six steps much the same, Neither related nearly to the learning content, or design in details. so the key idea of "cultivate the students' HOTS" in many WebQuests haven't been presented. Based on this actuality, the author gives some advices about effective instructional strategies, there are four chapters in this thesis:The first chapter mainly analyzes and integrates the theories of the recent twenty years' study.The second chapter studies the actuality of the overseas and Chinese IT instruction of senior high school then ponders upon some problems and made a clarification from the point of view of myself.From the frame of the first two chapters, the author is trying to find out some effective strategies of the design of instructional process based on the core of develop the HOTS of students. These kinds of strategies have been given: 'the effective support of learning environment'; 'put forward the questions by understanding' and 'active strategies of information process'.The fourth chapter is application of the previous chapter. The author designs two examples according the three strategies and hopes that it can make some revelation for teachers.
