In modern international competitiveness comparison, the status of specialized personnel has been considered as the key factor for evaluating the personnel competitiveness in a country and even the whole country's competitiveness. Therefore, It is very essential to build up the ranks of specialized personnel so as to promote the development of the entire society. In our country, as the main force of economic development, the specialized personnel are almost distributed over all industries and vocations in every field of national economic development.The actuality of specialized personnel in Henan province cannot meet the requirements of economic and social development. Compared with those coastal areas in China, Henan province still has long way to go to improve the quality and quantity, level, structure and environment of specialized personnel. Furthermore, rapid development of science and technology and profound changes in economy and society raises newer and higher requirements to the specialized personnel rank building. The specialized personnel rank building in Henan province is faced with many grave challenges. It is urgent for Henan province to handle well the work of specialized personnel management and to provide enough specialized personnel for building a well-off society in an all-round way.This paper herein expounds systematically on the specialized personnel management in Henan province. It points out the grave challenges with which the management of specialized personnel is faced and the problems existing in the management, and analyzes the causes. Having introduced advanced international experiences on personnel management; the paper puts forward some pertinent measures for specialized personnel management in Henan province. Firstly, scientific concept of personnel must be established; Secondly, demoded mechanism of personnel management must be innovated; Thirdly, personnel policy must be amended or carried out for the sake of specialized personnel; Fourthly, the structure and distribution of specialized personnel must be adjusted reasonably; fifthly, the investment for specialized personnel management must be increased; Sixthly, composition of forces for specialized personnel management must be formed.This paper is made up of 4 parts.The first part gives the concept of specialized personnel and the grave challenges with...
