Bilingual elective teaching means in the second-class teaching of school, using mother tongue and the second or foreign language to teach content subjects. Bilingual teaching began in U.S after the world war II. Since then, many nations began to carry out bilingual teaching. This paper begins with the concepts "bilingual" "bilingual education" and "bilingual teaching", analyses the difference of three famous modes of foreign bilingual education, and produces a new mode of bilingual teaching that is suitable for our country. It is hardly affected by teaching language and closes to social life, so it suits to be carried out in bilingual teaching. In addition, the bilingual teaching of chemistry has many forms and wouldn't affect the normal development of chemistry teaching. The paper analyses the basic causation from different facets, and indicates that chemistry bilingual teaching in high middle school is feasible. What's more, through questionnaire investigation among the students in high middle school, we analyses students' need for learning. On the bases, we put on teaching design and practice, and deduce five teaching principles. The paper designs three cases of bilingual teaching in the class.
