The purpose of this study was to compare the personnel administration system for public high school teachers between China and. Korea This study examines the qualification, employment, evaluation, rewards and penalties, salary and labor welfare in this system and analyse the relevant material in a comparative way to find the similarities and differences of personnel administration system between China and Korea, combine advanced experiences of personnel administration system, in other countries' and propose personal suggestions, in order to better the personnel administration system for public high school teachers in China and. Korea This study is divided into three parts:1) The Purpose, Method,Theory Basis of the Study and Major DefinitionsIn this part of the study, the author illustrates the theories related to of the personnel administration system for teachers in great detail, including psychology, administration and their relation and defines the relevent concepts of the study, so that the paper is constructed in a basic theory frame and develops continuously in a fixed lingual context. According to the relevant theories, the author pays attention to the following aspects in the personnel administration system: for teachers' qualification, employment, evaluation, rewards and penalties, salary and labor welfare and so on. Through literature review and comparative materials, the author analyzes the similarities and differences of the personnel administration systems for teachers between China and Korea,and explores their advantages and disadvantages, for the purpose of learning from each other and progress together.2) The Present Conditions of the Personnel Administration System for Public High School Teachers in China and KoreaAfter the gradual consummation and adjustment, the personnel administration systems for public school teachers in both Korea and China have been evolved and formed comparatively complete state.
