| In 2004 and 2010,there were two large-scale “employment shortages” in China,which were mainly caused by the relative shortage of young and middle-aged labor,and there was an imbalance in supply and demand in the labor market.China is currently in a period of economic transformation.High-quality development urgently requires a balanced support from a high-level labor market.It is particularly important to activate and develop rural elderly labor and open the rural elderly labor market.The report of the Nineteenth National Congress of the CPC pointed out that it is necessary to solve the "three rural issues" and implement the strategy of revitalizing the countryside.The Central Economic Work Conference in December 2018 also stated that it is necessary to resolutely fight the poverty alleviation campaign.Globally,the problem of aging has worsened.Developed countries such as the United States,Germany,Finland,and Japan have introduced policies to encourage the development of the elderly’s human resources.However,China has paid more attention to the aging problem in medical care and old-age care,ignoring "doing well".Guizhou,as a typical large labor-exporting province,has a large number of "empty nest" elderly people.If a large number of idle working elderly people in rural areas are developed and used,it will help speed up the fight against poverty,better implement rural rejuvenation,and ease rural areas.The "labor shortage" is also conducive to the use of the elderly’s prestige and social relations in the village to carry out rural construction and rural governance,and promote the development of various rural causes.Therefore,by conducting field surveys in four areas of Guizhou: Machang Town,Gui’an New District,Anpu Town,Anshun City,Zhuhai Town,Liupanshui City,and Niuchang Town,Bijie City,three prospective hypotheses were proposed before the survey,and the questionnaire survey method,Interview method and case analysis method to analyze survey data,analyze the causes of imbalance between supply and demand in the elderly labor market with dual economic theory and labor market equilibrium theory,and verify that employers in rural areas tend to employ young labor and high willingness to work There are many violations of rights and interests,but it falsifiesthe assumption that the employment radius of the elderly labor force is small.At the same time,it was found that there is a shortage of young labor in the rural areas of Guizhou.The elderly labor force accounted for a high proportion,but the actual employment ratio was low,and the elderly labor market was low in equilibrium.This was due to inadequate related laws and regulations,insufficient attention from all walks of life,Due to differences in individual concepts,it is necessary to improve relevant laws and regulations and strengthen the promotion of rural elderly labor,set employment entry thresholds,establish employment mechanisms and data and information resource sharing platforms,guide society to change concepts and value the elderly labor group,and develop employment channels,etc.The approach breaks the low-level equilibrium and achieves a leap to a high-level equilibrium. |
