The women employment is a systematic project concerning with the nation, the people and the social improvement. Marx ever said, "The social improvement can be evaluated by the women's social status."Therefore, the issue--the women employment--is much worth of researching. During the process of the transition from the planning economy to the market economy and the continuously deepening of the national-owned enterprises reform, the women employment faces with a new challenge accompanying with the economic structure adjustment. Moreover, the question is more prominent in the old industrial-base of Northeast China. At present, in the research on reemployment of the laid-offs, there are analysis on reemployment difficulties of laid-off women, explanation on the disorder of human resource capital, analysis on the social capital of reemployment and research on the reemployment approaches. But the question of the female laid-off has its own unique realization in the old industrial-base of Northeast China. The author investigated and discussed the present situation of the female laid-offs in the old industrial-base of Northeast China and the reason why the why the reemployment rate of the female laid-offs is higher than that of the male in S City under the background of the transition of China's social structure and the deepening reform of the national-owned enterprises. Above all, this essay analyses the present reality of the female laid-offs and their reemployment. First, the majority is middle –aged. Most of the laid-offs are above 35. Then the percent is taken highly by women. 64% of the total laid-offs is female in S Province. At the same situation, women take the advantage of being laid off when a enterprise decides. The problem how to clear up the sexual discrimination and make full use of women workers'ability needs to be paid much more attention. At last they are poorly educated and lack of skills. the massive low-quality laid-offs give great pressure on reemployment. During the process of the transition from the planning economy to the market economy and the continuously deepening of the national-owned enterprises reform, the women employment faces with a new challenge accompanying with the economic structure adjustment. On the reemployment of the laid-off, the higher rate of the female reemployment emerges in the old industrial base of Northeast China. There are reasons followed. First, due to the traditionally rooted thought, men are shamed of looking for jobs lower, which is difficult to be recognized. On the contrary, women are subjectively active to and eager to be compatible. Second, the obviously different demand for men and women in service industry. The third industry has been developing greatly and newborn service industries provide abundant positions for female laid-offs as well as a way for the Municipal Government to solve problems. Third, the female occupies higher opportunities to take the training. Forth, the female laid-offs choose occupations that are close home, flexible I working time, low laboring strength and less demand for technique. After being trained shortly, they can easily increase the possibility to grasp the position. But through the analysis on their occupation structure, we are not difficult to find out such characteristics as low position, uncompetitive ness.This is the general realization of the women's low level and sex discrimination. The researches done previously regarded the women laid-off as an issue of the social economy, explained from the points of view of human resource capital and productivity development level, and took it as a twitch caused by the transition of the social structure and the system. The phenomena, such as the Chinese women laid-off, the professional sex discrimination in advanced countries and the competition for equal employment right in developing countries, are different representations of one same reason. All are caused by the female low social position and participation on the social development. In essence they are same. Therefore it is not enough to explain it only from the aspects of economy, social contradiction and to solve it through the productivity development and social amendment. Concerning with the issue, the author figure out several ways to solve it. First, exploiting reemployment-channel by governmental behavior. We must improve women's ability for employment and reemployment by educating and training. The government and the original company have to provide various services, too. Second, amending the social guarantee system, pushing forward advantageous bearing insurance system, prudently and stably accelerating the combination of the laid-off basic-living guarantee and the laid-off insurance, especially solving the responsibility distribution in relation to the social insurance investment while taking account of efficiency and peace to guarantee their right. Third, amending and improving laboring market further, encouraging irregular occupation development to satisfy their demand.
