Twenty-first century is characterized by knowledge-based economy, in which creation has shown its special value and importance.The idea of individual character has been made explicit since this new century as far as quality education (or all-round education) is concerned. Individual personality provides soil where creative ability can grow. Without the former, there is no creation because the ultimate purpose of education is to help students to develop their individual character. To cope with the demand of this age, the new reform of curriculum has clearly put forward the concept of individual-based reading. However, teachers are at loss what to do when facing the new situation because they have got used to old educational system. Teachers used to take no notice of the nature of reading and conducted classroom-reading teaching in the way that the teacher speaks only in class out of the out-of-date educational idea of Wholeness and Unity. It is this practical situation that confines the teaching of reading to the sort with small amount, slow speed and low efficiency; that strangles the students' individual character, creative spirits and consciousness altogether in the cradle.The period of primary school is the base of the whole educational system, the initiative impact of which can be of significance to a student's growth. Education on Chinese in this stage is more important than that of any other subjects because it can help students develop Chinese attainment and even humane attainment for their whole life.
