The key to curricular innovation is the assessment, which is sometimes the dynamic of curricular innovation or sometimes the barrier of its execution. In order to realize the anticipative intention of basic educational innovation, assessment innovation, as a part of the curricular innovation, must be coherent to new curricular notion.So far, the most popular method of the assessments overseas is portfolio assessment in harmony with new curricular notion. It. emphasizes students' anticipation, pays more attention to students' development, stands out autonomous assessment, and attaches importance to longitudinal self-comparing. In view of defects of evaluation in the elementary -middle school, portfolio still pays more attention to its constructing less to its applying. So, this paper, based on the reality, focuses on teachers and students who anticipate portfolio assessment and upon which constructs portfolio assessment system.The Model of Portfolio Assessment based on "Both-sides" Psychological Adaptability and Expansibility in New Curricular Teaching needs to solve the following problems: "What is the standardizating portfolio?"
