As everyone knows, a new round of basic education curriculum reform of our country is developing rapidly in science and technology, the knowledge economy comes with higher speed, the international competition is becoming fiercer, the modernization of our country faces greater, more arduous task in the new century. We need basic education to quicken the steps of advancing quality-oriented education in an all-round way urgently, make great efforts to train the all-round developing a generation of people of a new type such as being with lofty ideals, integrity, knowledge and a strong sense of discipline and beautiful morally, intelligently and physically with initiative spirit and practice ability, the one that play a due role in improving people's whole quality and start under the great international and domestic environment with the advantage. The process of curriculum reform can be divided into fermented preparing, pilot experiment and popularizing three stages in an all-round way on the whole. At present, the basic education curriculum reform is at spreading over a whole area from one point, implementing from the part the transition stage to popularizing in an all-round way. As a whole, it has made the enormous achievements, for instance, the test block has a soaring quantity, teacher's teaching idea and way are changed to some extent, students' study behavior demonstrating cooperation, probing into and exchanging, the school appraising pursues the pluralism, course and expansionary appraisal way, the school appears teachers' cooperative culture atmosphere, but development is not very balanced. The regional difference of curriculum reform on eastern coastal area and the Midwest hinterland, the developed area, relative under-developed area of economy, the urban area and rural area are prominent day by day. The reason causing the difference is not only has influence factors, such as external economy, culture, education, etc. and also has restriction on inside curriculum reform demand, value admit degree, etc. The reform has reached a critical point --all contingents the crucial moment at any time of a great break-through and rebounding. How to guarantee the smooth implementation of the basic education curriculum reform? This is a very great and urgent subject for research in front of us. I have carried on more overall analysis to the implementation current situation, existing problem and reason of the basic education curriculum reform in terms of macroscopic, on this basis, put forward that the area promotion tactics is the inevitable choice and reality chooses for the basic education curriculum reform this has a certain reference function on present basic education curriculum reform afoot.
