Human resource is a kind of resource which make school more competitive. Improving teaching quality of a school,the whole efficiency and continuable development of it are all rest with person in school , rest with the level and extent of HR development.The present situation of HRM of General Secondary School in Shanxi Province are analyzed from four aspects as following: General situation of the teachers ,The HR ideas of principals,The system and function mechanism of HRM and It's effects.Countermeasures are put forward too.At the same time,a case study are done onto a general school in Shanxi Province about it's present situation of HRM .The present situation of HR development and management of general secondary schools in Shanxi can be described as following:1 .Quantities of the human resources are absent. Diathesis of them are low.The structure of teachers are not proper.2.The principals' idea of HRM are unclear,behindhand and have different layers.3.The power of personnel management are belong to upper education administration department, while schools are lack of independence to choose teachers.4.The system of HRM within schools are not healthiness.There is no necessary organization of HRM in school. Functions of HRM are dispersive. Relatively,The system of performance appraisal are the best ,while the system of HR recruitment and planning need improve most.5.The HRM mechanism are not perfect. Teachers are not satisfied with "mechanism of employ persons and it's circumstance" most.6.Majority of school have form an active cooperative climate, and have clear target of management.7.The ways of communication betwteen superior & subordinate are not smooth. The degree of teachers' participating management are low.
