A Research On The Government's Appropriation Pattern Of The Compulsory Education

The appropriation pattern of the education expenditure refers to the way of distribution of the funds to schools performed by the government. The appropriation pattern of the education expenditure is a dispensable component of the educational financial allocations and plays a very important role. Whether the appropriation pattern of the education expenditure is scientific or not can be reflected by the fact that the distribution of the education expenditure is rational or irrational and the beneficial result is good or bad. The thesis firstly gives a brief introduction to the main characteristics of the appropriation pattern of the foreign compulsory education expenditure and reveals the current situation and the major problems in China. After raising some basic principles to reform and perfect the appropriation pattern of the education expenditure, the thesis puts forward the corresponding ideas of reformation and the ways to deal with the present situation respectively from three aspects at the end, i.e., the appropriation pattern of the teachers' wage, the appropriation pattern of the basic construction expenditure and the appropriation pattern of the public expenditure. The objective of this thesis is, theoretically and practically, to establish a scientific and reasonable new appropriation pattern of the compulsory education expenditure.
