Research On Per-student Expenditure Basic Standards Of Shanghai Compulsory Education

Compulsory Education is the top priority of education work.Shanghai always takes the balanced development of Compulsory education as an important strategy to take the lead in basically realizing education modernization.Based on the national education comprehensive reform pilot zone,Shanghai adheres to "equalization of education basic public services" and promotes balanced development of education.All the districts in Shanghai in 2014 passed the supervision of compulsory education balanced development under the state council at one time,which marked the compulsory education in Shanghai from fundamental equilibrium n to high quality stepped into a new stage.At this new starting point,to promote the integration of urban and rural compulsory education development,we should focus on advancing the standardization of compulsory education resources allocation,equalization,thus making the Shanghai China compulsory education funds basic standard,and realizing the unity of China compulsory education per-student expenditure in the basic standard become the most pressing problems.The analysis of this article through the comparative study method,interview method,etc.,found that Shanghai urban and rural compulsory education equal basic public services are facing bottlenecks,mainly reflected in the compulsory education investment levels remains to be improved,the compulsory education investment structure problems and the limited use of school funds,so we need to study and formulate the Shanghai China compulsory education funds basic standards,to guarantee the steady growth of compulsory education funds investment in Shanghai,to optimize the structure of compulsory education funds investment and further activate the school education.In this paper,based on the theory of finance,to make the high quality of balanced development of the compulsory education in Shanghai as the ultimate goal,we could build China compulsory education per-student expenditure basic standard model.The model adopts the module combination,namely consists of the personnel expenses and public funds,each module according to their respective configuration standard independent calculation,each module combined form China compulsory education funds basic standards.Personnel funds include three core elements: establishment,shift and remuneration.Public funds include daily public funds,facilities and equipment update and maintenance funds,connotation construction funds three core elements.On the basis of the standard model,combining the personnel expenditure with the characteristics of the core elements of public funds,we could figure out compulsory education per-student expenditure basic standards of Shanghai,and also establish the basic standard of China compulsory education funds operating mechanism,including the funds safeguard mechanism,the overall arrangement and the dynamic adjustment mechanism.At the same time,according to the modernization of education target put forward by the Shanghai municipal education reform and development of medium and long-term planning,in order to ensure the effect of students basic average expenditure standards,we also need the support of relevant supporting suggestions,policies,in schools,teachers,further optimize resources configuration.We will improve the mechanism of the municipal fiscal funds as a whole,improve the teachers' income stable growth mechanism,improve the assessment of compulsory education investment mechanism and optimize the structure of fiscal expenditure on education funding.
