A nation's fate rests with education, first of all, with basic education. So, making the nine-year compulsory education universal is the most important education policy in China. Rural compulsory education in China has obtained great achievement during the past decades. However there are many problems still and the most serious one of which is fund shortage of rural compulsory education, for example: the insufficiency of public education expense, the lowness of the per capita public education expense, low efficiency of investment and serious waste phenomena, the unbalance of the compulsory income of different area, etc. Funds has become a bottleneck which slows development of rural compulsory education.Basing on the analysis of the problem of our rural compulsory investment, the author proposes detail ideas and steps to perfect the current compulsory education investment which include the source of expenditure, distribution, use and supervision to. The main points are as follows: to establish a perfect system of the management and the supervision, to strengthen the duty of government, to set up a system in which the Party central committee and provincial government are as the main body, the government of all levels share the rural compulsory education investment reasonably; to establish the system of fiscal capital transferred on rural compulsory education ; to optimize the collocation of educational fiscal capital, improving the efficiency of the investment; to collect tax for compulsory education, to state specific revenue for compulsory education; to develop the rural civilian-run compulsory education and lottery ticket for compulsory education, to extend the channel of rural compulsory education investment.
