Innovation is the eternal motivity for exist and development of a nation. With the development of knowledge economic and technology, the higher institutions are facing a new opportunity: the traditional education mode with transfer the knowledge is changing for the innovation education mode that emphasizes the knowledge, ability and diathesis. University students' creativity training become the main part of the innovation of higher institutions, it challenges the actual teaching administration of higher institutions.The creativity training for university students impenetrate the whole higher education, at present, there are three main ways for training the students' creativity: first, by the way of teaching the subject knowledge, second, by the way of the scientific activities after school, third, by the way of idiographic social practice. But still by now, as the core of the higher institution's administration, the teaching administration still stresses the first way, neglect the others, How to reform the actual teaching administration, with the aim is training the university students' creativity, bring the training of creativity into the teaching administration system is very important to produce the creative talents.The paper studied the main concepts on university students' creativity training and teaching administration firstly, analysis the three main ways on creativity training, the relationship and the problems included, then studied the function of the teaching administration in the three ways, and the factors which restricted the creativity training in teaching administration, to reform the actual teaching administration in order to promote the student's creativity training roundly has been put forward..In order to get the enlightenment from the successful experience, the article made the case study on two universities with typical mode—"campaign participation mode "and "teaching administration mode", by compare the operation experience of the " challenge cup", examine the series steps on teaching administration about creativity training, the conclusion has been received from the result of the cast analysis, only to reform the teaching administration, put the students' creativity training into the teaching administration completely, the university students' creativity could be developed.As the creativity is a personal ability, each body has its difference, each higher institution has its own condition, it is impossible to limit all by one mode. So the article doesn't supply a typical mode, but combine the case study and research, and the characters of the university students' and teaching administration, the trend of its development, advances the reform of higher institutions teaching administration with the aim of training the creativity, included the principle of the teaching administration, and open. Reform the conception, aim, content and the modality of teaching administration.
