Administration management system has always been the obstacles to thedevelopment of Chinese universities. The Chinese government has issued severaldocuments to promote de-administration reform for universities in recent years.De-administration reform has become a hot academic research because of thegovernment’s attentions. De-administration reform will change the university internalmanagement system. How to construct the university internal management system afterde-administration reform is quite a problem that worth thinking deeply.There are some inappropriate fields in the power distribution design andorganizational structure of universities in China. From the structure point of view, mostuniversities’ academic institutions belong to administrative organization which causethe academic power belongs to the administrative power to a certain extent. From thepoint of view of power distribution, the relationship between the academic power andthe administrative power is unbalanced. The administrative power is much morepowerful than the academic power. And because of the incomplete of democraticsupervision in Chinese universities, the administrative power has been intensified evenmore. The inappropriate organizational structure and the unbalanced power distributionare the main reasons of administration management system in Chinese universities.Several Chinese universities have done lots of explorations aboutDe-administration reform. This study selects three universities as cases study includingthe South University of Science and Technology and Shenzhen University and JilinUniversity. This study summed up that domestic universities usually exploreDe-administration reform from four aspects: First, to strengthen the academic power;Second, to adjust the organization chart of the university; Third, to change themanagement function of the administrative department to service; Fourth, to strengthenthe democratic supervision.Foreign university internal management system can provide references forDe-administration reform of domestic universities. This study focus on the analysis oforganizational chart and internal power relationship of the universities of the UnitedStates and German and Japan. This study get four revelations by the analysis: First, toestablish the academic power and administrative power independent governance systemto promote the balance between these two kinds of power; Second, to pay attention to the function of the president in coordination and balance the power; Third, to promoteall stakeholders to participate decision-making of the university to promote thedemocracy and scientific of the decision; Fourth, to adjust the university’s managementfocus on the grassroots.This study consider that to adjust the organizational structure and to straighten outthe relationship among three kinds of power are the keys to Chinese universities’De-administration reform by analysis of domestic and foreign universities’ internalmanagement system. This study put forwards a new organizational chart of Chineseuniversities based on De-administration reform, and also put forwards several kinds ofmeasures of straighten out the relationship among three kinds of power in Chineseuniversities based on the new organizational chart. And at last, this study put forwardsbalance mechanism of three kind of power in Chinese universities.
