Since 1980s,the research about English assessment developed rapidly . researchers attempted to identified English assessment theoretically in order to ensure its effectiveness to communicative competence. The English education in China have been developed for years. But the training of spoken English is left far behind. Such situation is undoubtedly caused by our education systems. English assessment focused on grammar, phonetics and reading comprehension. Listening ability was strengthen since ten years ago. Large scale oral test was blank. So the training and practice of communicative ability is rather weak. Students' communicative competence need to be improving quickly.
