| The promotion of the scientific research strength of the national key medical colleges fuels the improvement in the effect of medical education. The development of the overall scientific strength of a medical college has important scientific and social significance. Objective evaluation of the performance of a medical institute in scientific research provides the basis for the healthy development of the institute, which has received much concern from researchers in medical education. Currently, many medical colleges have invested considerable effort in science research valuation, which, however, is often predominantly focused on the feasibility of the research projects. Some medical colleges have conducted appraisal of the academic significance and social value of the results of science research, whereas some others performed valuation of the efficiency of the research team. Up till now, no systemic evaluation index system has been available for general application in examining the overall science researches of medical institutes, nor have any medical colleges undertake the task of systemic appraisal of their own science researches. Therefore, the establishment of an index system for scientific research strength valuation of medical colleges with specific evaluation standards and methodology has become an urgent need.The purpose of establishing this scientific research strength valuation index system is to carry out thorough objective analysis of the science researches at each level, so as to provide the basis for the medical colleges to effectively assign and make use of science and technology resources. It can also contribute to the improvement of the decision of the high-tech research administration, help modify the method and ideas of science and technology management to build up effective and standard science and technology management and operation mechanism. It is not onlya good means to evaluate the research work of colleges, but also an important outlet to communicate the research personnel with research administration for academic exchanges.The method of Delfi -. arithmetic average method and normalized mathematic processing were adopted in the valuation index system. We delivered questionnaires to the relevant experts for advice and incorporated their opinions; we collected their opinions for further analysis and abandoned unimportant factors to readjust the index system. In the second step, we presented experts with the revised system including the results of consultation of the first time, and finally summarized the experts' opinions for further improvement of the valuation index system. After building up the index system and setting weight of each index, we twice adopted normalized mathematic processing method to assess the college research strength. Below is the basic steps for calculation: (1) for each item with 3 grades, the highest value of the colleges involved was assigned the score of 100, and the relative score of other colleges can be derived. The total score of all the weighted tertiary indices was assigned as the final score of each secondary index. (2) The score of the second indices was compared among the colleges, the highest given the score of 100, the ratio of each college to this score was assigned as the score for the secondary index of the specifica college. The primary index score was derived by weighted addition of all the included secondary indices. (3) The weighted total score of all the primary indices was considered as the final total score of a medical college.This research has first studied the characteristics and modes of the key medical colleges by the basis of reviewing a great deal of cultural heritage and investigating research, and put forward the first-step evaluation index system frame. The research was conducted in two consultations totally. In the first time, we sent out 50 consultation tables to experts and received 46 tables. The recovery rate is 96% with the efficient rate of 92%. For the second time, we have consulted only 46 person, a little bit less than the last time. We received 45 questionnaires, and the recovery rate is 97%. The 50 experts we selected are from the collective argument of tutor's group, among them are experts with deluxe technique title in the medical science research, medical treatment, management, they include 12 persons from the health business management system, 26 from the foundation studies, 10 from clinical medical science researcher, two of them are the academicians of the Chinese Academy of engineering, two are chief scientists of the national 973 project, one has the title of young technologist with the outstanding contribution to our country, two acquired special subsidy prize from the State Department, and four are winners of science and technology golden star, silver star and the Nova. Most of them acquire fund from the national and military outstanding talents fund, and the great majority of them have also work for the national, military and provincial academic organizations. Thirty-three are supervisors of candidate for doctorate. The main content of theconsult is to collect opinions about the all levels of index, its connotation, homologous ratios, and the viewpoint of the science and technology strength valuation of colleges. After making the index system with the method of consultation and two rounds consultations from the expert to calculate a coefficient ratio for the each index item gradually. By the two steps mentioned above, the establishment of the valuation index system of the scientific strength of national key medical colleges is completed.The valuation index system of the scientific strength of national key medical colleges refers to taking the key medical college and the military medical universities as the sample to carry out the research of science strength valuation. It is a three-grade index system: the first class index is a decomposition of the research of scientific strength to the key medical college. There are 5 aspects, including the research cost, the research condition and environment, the research activity, the researches product, the research troops and talent development. These 5 aspects not only mutually and independently show the different parts which compose the medical college's research strength, but also contain and reflect all factors and contents of the medical college's research strength. The second class index is the detail of the first one and it contains 16 indexes, including the manpower cost, the budget devotion, hardware condition, science and technology intelligence, academic atmosphere, the research management, research project, academic exchanges, thesis, prize and authenticate result, technique transfer, patent, work, research team, talent development. The third class index is the detail of the second class index, and it is the atomic index of qualitative and quantitative analysis. It contains 43 items, and it is also the basic index that helps complete the scientific strength valuation and collect the original data. Among them, qualitative index the data comes according to the statement of the annual research covariance of colleges, quantitative index will be endowed with the value and description, and be given the quality standard to combine the qualitative analysis with quantitative analysis together.By setting up the index system, we controlled a few important points: (—) By choosing the excellent to realize the valuation: We take the integral calculus method to set the index system. In order to guarantee and control the evaluation quantity, we also adopted 2 following measures: (1) set the control index: we have set 16 indexes to asset the scientific strength, and choose the excellent one among the high marks, however, we do not just depend on the single part or mark to judge whether excellent or not.. (2) No complementation among the indexes. For example, someone or some unit get high mark in the number of thesis, but they lack science and technology output awards which the index has ruled, then the cent of the former can not complement the latter. The purpose of doing this is mainly to avoid some parts of index to cover up the other, and to guarantee the result fulfilled, fair and dependable. This is one of the characteristics that distinguishes the present assessing system. 2 isthe request on the quantity of the research output : We rule that only two core periodical and international periodical ( SCI, ISTP, El) can be registered, and we made strict restrict and defines to the type of the thesis and works. We only register the prize set by the country and we do not write down all prize of the third class, just take the highest one. for example, when some output has received the national second prize and also acknowledged the provincial first prize, so we just admit the national awards rather than the provincial one. At the same time, we take" quantiation" into in the index system, and spaced out the mark between high and low awards, so that it reflects the organic unification of the quantity and quantity to avoid the phenomenon of only emphasis on the quality rather than quantity.The established valuation index system, on the one hand, covers basically the main direction of medical college research, emphasizes the analyzing result, deals with and analyze the quantitative assessment result. At the same time, we built up homologous computer software system and applied the software to evaluate research operation of the medical colleges, as long as record the data of certain period can be acquired not only for total score of comprehensive strength, but also for the various indexes. It does not need any other efforts such as training of the staff and wastes no manpower and material resources, as well as financial power. It provides the scientific strength for the government supervisor section, and offers the basis for strengthening the macro view management and leading, also providing precious information for college leaders to gain the objective understanding of the school and enhance the research work.
