Since reform and opening-up, the vocational education of China has been developedrapidly, and the effect of the building of teachers' staff of vocational education is obvious.In recent years, the country has put forward higher and newer request for the building ofthe teachers' staff of vocational education while developing vocational education in amore cost-effective manner. Especially to the problems that the teachers of vocationaleducation generally have low practical skills, single ability structure, and they are absentof practical experiences, etc. in 1998, the National Ministry of Education of Chinaproposed that vocational school should build a group of "double title" teaching staff in"suggestion on deepening teaching reform in vocational education in the 21st century".And in 1999, it was reemphasized to accelerate building "double title" teaching staff bothqualified for teaching and with other professional techniques in "suggestion on deepeningthe educational reform and advancing the reform of quality-oriented education in anall-round way of the State Council of the Central Committee of the Communist Party ofChina". Therefore, the building of "double title" teaching staff has become one of theimportant subjects of every vocational school.This paper regards the higher vocational colleges of our country as the researchobject. First, it analyzes the intension of "double title" teaching staff, and points out thenecessity of building it. By combining questionnaire investigation, the paper carries ondeepening and systematic analysis of the existing problems and the causes in highvocational colleges of our country on the whole. Secondly, while describing theoreticalfoundation of the building of "double title" teaching staff, the paper studies the mainmethods and basic experiences of building teaching staff in higher vocational colleges insome advanced countries with method of comparing with and studying, and analyzeshelpful enlightenment of the experiences to strengthen the building of teachers' staff, andespecially, the "double title" teaching staff. On the basis of the foresaid, as the focal pointand origin of the study, the paper expounds the countermeasure and suggestion tostrengthen the building of "double title" teaching staff in higher vocational colleges in ourcountry, explains systematically the concrete way and effective measure to build it, andputs forward some personal views and opinions.
