As the higher education is stepping in to the popularity stage, the teachingquality of colleges and universities has been a hot problem affecting thousands ofpeople. Since the phenomenon of neglecting the importance of teaching and quality,to find the efficient methods to improve the teaching quality of the colleges anduniversities is becoming more and more urgent.Factors affecting the teaching quality mainly include the teaching management,teachers and students. Dynamic management should be applied to the whole teachingprocess with scientific method of teaching management. Having studied thesupervision and control system of the teaching quality in college and universities, theauthor suggests that the teaching quality control in the university should be perfectedand the teachers' teaching quality and their work should be properly evaluated. Theauthor sets up the evaluating model for teachers' teaching quality with the method offuzzy comprehensive evaluation and a target system for the assessment of theteachers' work is set up with Analytic Hierarchy Process. The target system can beused to make multi-layered fuzzy comprehensive evaluation for the teachers' work inthe colleges and universities.The teaching exercise in the universities is a kind of intelligent activity at highlevel, so teaching management shouldn't rely on stern discipline. Instead, motivatingmechanism should be used efficiently to stimulate the enthusiasm of the teachers atthe same time of stern management.
