With the increase of college enrollment and development of education reform, the quality of education has become the hotspot of society and the public. In China, classroom teaching is still the main form of teaching in college; therefore emphasis should be laid on improving classroom teaching in order to improve the quality of college education. Teachers, the direct conductors in classroom teaching, whether their teaching attitudes are upright, their preparation before class is full, their understanding and grasp of teaching contents are proper, their adoption of teaching methods is scientific, all these are the principal elements affecting the quality of instruction. Thus, classroom teaching quality assessment and monitor system must be established and perfected to supervise the whole process of talents training.Carrying out classroom teaching quality assessment is an indispensable part of teaching quality monitor system. Establishing scientific and sensible college classroom teaching quality assessment system has great practical significance in objectively and fairly evaluating teachers'teaching, promoting teachers'teaching level, improving students'study and ensuring systematic and scientific teaching management.The innovation and features of the study are as follows:1.Experts and students are seen as bodies of classroom teaching quality assessment. Considering these two assessment bodies have different emphasis on the classroom teaching quality assessment, classroom teaching quality assessment systems are established respectively for experts(including experts in the same occupation and administrators) and students, which can satisfy different assessment needs of different assessment bodies as well as make more comprehensive and more objective evaluation of the teachers'teaching quality.2.It is determined that the proportion between the results evaluated by experts and the results evaluated by students in the overall evaluation of the quality of classroom teaching is 4:6 by considering students have close contact with teachers and by consulting experts with rich teaching experience and administrators with long-term teaching management experience in the form of distributing questionnaires, therefore students'leading position in the assessment bodies is established.The study launches the following tasks:1.Teaching quality, evaluation of classroom teaching quality and system of classroom teaching quality are defined after mastering the general theories of education and borrowing the existing study fruits of the field.2.College classroom teaching quality assessment system containing 2 bodies------experts and students is established by referring to the current situation of college classroom teaching quality assessment home and abroad, and abiding by the fundamental principles of setting up assessment system, thus different needs of different assessment bodies are satisfied, and the diversification of assessment bodies is reflected.3. The initial assessment system is modified in the form of interview, making telephone calls and sending e-mails, and by experiencing two rounds of experts consultation and referring to experts'advice, thus the construction of the assessment system is completed, and the weight of each index is determined by using the Analytic Hierarchy Process.4.The validity of the assessment system is inspected and verified by concrete examples.The result shows: the characteristics of the universities'classroom teaching can be reflected in the assessment system of colleges and universities'classroom teaching quality; the formulated assessment criterion is comparatively scientific and has strong maneuverability, modern teaching central ideas can be expressed; the result of the evaluation of teacher's classroom teaching obtained by this assessment system is objective, just and reliable; supply comparatively effective method in order to help the colleges and universities to start assessment of classroom teaching quality, and make useful attempt to enrich and complete the superintending and ensuring mechanism of teaching quality.
