Study On The Citizen Participation In Community Governance In Chinese Urban Areas

Citizen Participation is a vital important foundation in Community Governance. Recently, the construction of citied community all over China has been reinforced the citizen participation, and enlarged the approach and content of such participation, therefore, there is no deny to say that the Citizen Participation in urban areas had acquired some achievement. But this achievement is not enough either in the extent or in the depth. The paper studies on the Citizen Participation in Community Governance systematic with the theories of politics and sociology, introduces relative theories, analyzes the situation and problems. Based on it, the paper discusses the reasons of the problems, and tries to find countermeasures with the cases analyzing.The paper contains five components. In the first part, it illustrates the background and meanings of this article, cards relative theories both in domestic and abroad, confirms the clue, basic theory, tools and approach of the research. The second part is mainly on the theories introduction, especially on the theories of community governance and citizen participation. And then, in the third part, the paper analyzes the situation, problems and reasons of the Citizen Participation in Community Governance in Chinese urban areas. At the fourth part, the paper introduces the successful lesson from case analyzed on the community construction in Phoenix City, Arizona USA. The last part is mainly on finding the countermeasures, and the countermeasures concentrate on both the inner dynamic institution and eternal environment.
