The article begins with the definition of peasant worker concept, in turn to clarifying the concept of peasant worker' s training and peasant worker' s training power and so on. The author thinks that the benefit driving theory, the A. H. Maslow' s need level theory, the T. W. Schultz' s human capital theory and Marx' s theory of human' s full scale development, have the close relations to the peasant worker' s training, and regards them as the theory beginning of the studievS. The peasant worker' s training power can be divided into the social development power, the system power and the benefit power according to their origin. They constitute a dynamic system, which impels and maintains the peasant worker' s training to develop in a healthy and orderly manner. But in the practice the power is not so sufficient to impels the training, including the not enough implementation in peasant worker' s training of the government, the employer' s deficient enthusiasm, the low grade of real trainee' s proportion, etc. Therefore, the article has analyzed the reasons. From the understanding factor, the society has prejudice to the peasant worker and its training, peasant workers themselves have the deviation to the training and utility consciousness is extremely prominent. On the training mechanism factor, the work mechanismis still imperfect, the function of encouragement mechanism is not strong, the investment mechanism needs to improve. And, some policies of the peasant worker' s training are not thin, many concrete work still does not have the policy support. Finally, the author proposes the corresponding countermeasure to strengthen the peasant worker' s training power, which need diligent from the following six directions: 1. Change the backward idea about the training, go out the erroneous zone and the understanding dilemma. 2. Reform relevant systems, including the employment enters system, the household register system, the market economy system and the social security system, etc. 3. Consummates the training system which including content and teaching material system, appraisal system, teachers system, fund system and so on. 4. Confirm the reasonable training goal to improve the enthusiasm of peasant worker to participate in the training. 5.Set up "the high-quality goods" consciousness, makes "the brand" superiority, improves the training quality. 6. Take the employment as the guidance, develop subscription type training and certificate type training , meanwhile, establish a persistent effect training service mechanism.
