Liao Shicheng (1892-1970), who studied in America at his youth and worked very hard on the field of educational system in all his life after he came back to China, became a famous educationalist in modern China due to his outstanding educational achievement and storage of the talents for China. Founding and running the National Teacher College is an important part of his educational practice. His educational thoughts and practice still has important value until today. The thesis contains five chapters in discussing Liao Shicheng's thoughts and practice in the National Teacher College.Chapter 1: Appointed to found the National Teacher College and run it from a place to another place. In 1938, he was appointed first as chairman of the committee and then dean by Chinese Education Department to found a college at Lantian, Anhua, Hunan. In 1944, he had to bring the teachers and students moving to Xupu, Xiangxi because of the influence of battle by Japanese aggression. In 1946, the National Teacher College had to be founded again in Nanyue, Hunan. From the process of Founding National Teacher College by Liao Shicheng, we therefore can conclude that he underwent a lot of hardship in the course of the establishment of the school.Chapter 2: Principia of 'steady and honest', expansion and development of the departments. The departments, specialty and class were established step by step. The admitted students by examination were limited to assure quality. The construction of campus became newer and newer. The books and journals stored in the library became more and more.Chapter 3: 'Teachers are the vitals of school' and the fostering the teachers. Supported by the view of "Teachers are the vitals of school",Liao Shicheng overcame much difficulty in fetching many famous teachers from different universities and colleges. A lot of famous teachers focused much attention upon this school. They were assigned to be responsibe in fostering students, doing scientific research and participating in the management of the college. They played very important role in all the fields and had made great achievements.Chapter 4: 'Nurturance of healthiness teachers' and advancing three educations together. Aimed at the nurturance of healthiness teachers, the college paid much attention to advancing moral education, intellectual education, as well as physical education. In physical education, attention was paid to lessons in class and also to the training outside. In moral education, prominence was given to national consciousness and personality culture. In intellectual education, attention was given to basic subjects, special subjects, and specialty subjects.Chapter 5: 'The thoughts of nationality' and guiding social education in part-time. Instructed by the thought of "national benefit is unmatched", the National Teachers College shouldered its responsibility in gaining ground of social education and transacted large scale society education for long-term in part-time. They played great roles in the developments of culture, sanitation and production around the college.
