Liao Shicheng, who was the first president of Hunan Normal University that grew out of the National Teachers' College, was a famous educationalist and psychologist in contemporary China. In his fifty educational careers, he had accumulated a wealth of teaching experience including secondary school education, teacher education, educational experiments, etc. In this paper, we are going to give a detailed description and evaluation of his main education ideology from 1919 to 1949. It contains five parts.Part one: The source and formation process of Liao Shicheng's education ideology. In the late 19th and the early 20th century, Liao Shicheng was edified not only by the Confucian culture, but also by pragmatism and scientism. The Chinese-western culture constituted his main thinking source.Part two: Educational experiments theories. After the May 4th Movement, a new upsurge in educational experiments was domestically in the making. During the period of teaching in East-south University, Liao Shicheng actively initiated intelligent test, maintained "6-3-3" educational system, and implemented the Dalton Plan, thus accumulating rich and scientific experience of educational experiments.Part three: Secondary school education theories. During the period of working on secondary school education, Liao Shicheng investigated and analyzed the history and present condition of the development of secondary school education in our country, and advanced six basic principles of secondary school education reforming, which are the important guiding to domestic secondary school education at that time.Part four: Teacher education theories. After the Anti-Japanese War, Liao Shicheng set up the National Teachers' College. During that time, he wrote an amount of theses, and expounded his views on the set-up principles, targets, and tasks of teachers' college, thus forming his own unique feature of teachers' education theories.Part five: The characteristics of Liao Shicheng's education ideology. The main characteristics are strong color of nation-saving through education, scientific and rigorous experimental attitude, assiduously and perseveringly enterprising spirit and highly sense of the people.Liao Shicheng's education ideology is the priceless cultural heritage. We should carry forward the essential of his ideology and his guiding principle for running a school for it still has a profound significance for the reform and development of modern education.
