""strengthening the school by devoted elitists" are the strategic objectives of the development for present colleges and universities, especially for state key universities .possessing outstanding teachers means increasing integrated strength of high school. The university Professional technology Rank appointing system is related to every teacher's personal interests, and it is a strong incentive lever in the colleges and universities personnel management. Perfecting the appoint system of the universities teachers may do good to the reconstruction of university teachers' team whose structure is reasonable, thus encouraging school's development.Starting from the combination of theory and practice, using human capital values, human recourses management, educations and other related theories, this thesis hackles evolution history track of the appoint system of the universities teachers vertically .analyzes the present situation of system of appointment about teachers in high school, the existent problem and the intrinsic reason of being unreasonable and absurd and does comparative study with foreign the appoint system of the universities teachers horizontally, using their advanced philosophy and method, combining the situation of our country and practical situation of present the appoint system of the universities teachers.it does further study to the two problems of the appoint system of the universities teachers—evaluation and appointment mode and assessment system, with the purpose of giving advices which are clear and practical to our country's university Professional technology Rank appointing work,providing further reformation accordance for sector decision-making and study theory basis for the personnel management researchers.The third part of this thesis studies the problem of evaluation and appointment modes. It explicates the basic concept and intention as well as extension . Starting from the characteristic of the modes, it pays much attention to the difficulty of practicing the system. At the same time, it put forwards two kinds of implement modes which are the separateness of evaluation and appointment and direct appointment.lt also provides their practicing methods. On this foundation, based on the theory and means of person's quality assessment, the forth and fifth part researches into the core of system of appointment for teachers. It is appraisal system of the appointment for teachers. First, this thesis separates it into three parts according to the type of staff assessment. There are personnel qualifications appraisal, appointment appraisal and assessment appraisal. Then from the target, principle, main factor, method to finish the base work on how to set up a system for appraising the appointment for teachers.and give the basal theories and the frame. Then further more, it states two hot matters and cruces within the system. It pay too much attention to scientific research and professional work while neglect the teaching and moral character. According to such situation, it put forwards concrete practicing methods after having a deep research into the teaching and moral evaluation of appraising the appointment for teachers.ln the end this thesis gives the analytic demonstration of Hohai University.
