Since the end of the 20th Century , education in dongguan has developed rapidly with the swift development of economy. To enlarge the teachers'team, dongguan advertises for the large quantities of teachers allover China. But due to the three-level teaching management system executed at that time, standards of teacher recruitment are different, lacking of checks, leading to the good and bad of teachers' quality are intermingled. Since entering the new century, Dongguan makes education a strategic priority. Dongguan officially became the "Guangdong province education powerful city" in 2006, and formally initiated the "three turn two" teaching management system reform in 2007. At present, under the premise of considerable material basis and good institutional safeguards, Dongguan city pursues the path of a balanced high-quality development and developing the content richness in education area. Teachers are the primary resources, only the professional development of teachers can promote development of the school , and rich educational content development; only the common development of teachers from different schools can effectively promote balanced, high-quality development of education. It's my thesis's main task that how to promote the teachers' professional development in townships education department . We hope that through establishing a new set of mechanisms, to lead teacher focusing on their own ethics training , teaching ability and work performances ,to guide the teachers studying teaching business, to do a good job in their career life, to promote teachers' professional growth.In this thesis, through the establishment of a scientific assessment methods, evaluation and appointment system, to lead the teachers focusing on their own ethics training , teaching ability and work performances, to guide the teachers studying teaching business, doing a good job in their career life, to promote teacher s'professional growth, to build a sound-structured, promising and excellent team of teaching staff.Therefore, we formulated a series of papers, such as Implementing Measures on Teacher Appointment of Dalang Town, Registration Form on Teacher Appointment of Dalang Town, Development Tiles for Primary School Teacher of Dalang Town and Training Scheme for Middle-Level Cadres in Primary and Secondary Schools of Dalang town.
