Our country is a large agricultural nation, and there are nearly 300 million students in middle schools and primary schools, accounting for more than 80% of the middle schools and primary schools students in our country. The rural school is the main body of the elementary education and the main education link during comprehensively carrying out the quality education, what's more, it is one of the main battlefield of carrying out" the health first" guiding ideology. Physical education is not only an important part in the rural school education, but an important method and a way to raise comprehensively developed socialism modernized erectors developed in moral, intellect, physical and beauty in implementing the quality education to the student. Using some research approaches such as documents, materials, questionnaire, on-the-spot investigation, digital statistics, logic analysis methods, this text sampled 50 country middle schools and primary schools ( refers to the schools which carried nine-year compulsory education and managed by the govement of towns nine-years consistent system schools, junior middle school, central elementary school, elementary school and rural teaching spot) in 6 rural of the border areas in the four provinces according to the Stochastic group sampling (Stochastically taking 120 sports research group leader or the teacher, 7200 middle and primary school students as the investigation object). The investigation covered the present situation of PE in those areas, including five aspects situations such as physical education teaching, extracurricular sports activities, the teachers' troop, the location and equipment, the scores of "the standard of students' helth and physique" and so on. .Besid es, with fully utilizing the special geography position, rich environment resources, the nation traditional sports, occasion of exploring the traveling resources and exploitation in West, it carries on the statistical analysis to the related data, discovers the existed question and restriction factor, and proposes developmental countermeasure of village elementary and middle schools sports nowadays. That will provides the first material and the science reference basis for the correlation department to comprehensively finds out the present situation of school sports, makes correlated policy measure ,which will finally improves the school sports environment.The investigation indicates that because of the geography condition, the nationdistributes, cultural history, social economy and so on ,the 6 border area has tightly united together to be an economical cultural unified body which surmounts the administrative area delimits, therefore the present sports situation of elementary and middle schools in border area has no obvious difference. Along with the implementation of quality education and developing of elementary education reform, the present physical education situation of middle and primary schools in border area has changed greatly. With the sports consciousness of all levels of leaders and teachers gradually strengthened, definitude of the school sports' status and the function in the elementary education, the physical education class opened broadly, the rising of sports teacher's school record and the further enhancing of teaching horizontal, the students' interest in PE class and the lifelong exercising consciousness has been strengthened. At present, the sports development of middle and primary schools in border area has some problem: Firstly ,the thought is too old, understanding of all walks of life and all levels of schools to the status and function of school sports in quality education is deficient, so the education idea need renewal urgently;Secondly, the amount of P.E. teachers is serious scant, and the quality is inadequate, so they cannot adapt the new class standard;thirdly, the sports funds, sports location and equipment is not enough, especially in small village and the teaching spot;Fourthly, the overall horizontal of school' P.E. scientific research is not high, the theory and the practice unifies undertightenedly. Therefore this text proposed some countermeasures, which will provide the reference for the correlation department. First, transforming the mind, strengthening the leadership;Second, increasing their quantity, improving the quality;Third, the society supports for auxiliary, own begins for the focus, strengthening the teaching condition and the teaching material construction;Fourth, strengthening the curriculum reforms, enriching the course content, establishing the sports curriculum evaluation system, promoting the union of teaching and the scientific research.
