The physical education and health curriculum standard for compulsory education(2011 Edition)(hereinafter referred to as the physical education curriculum standard)is a teaching guiding document for the physical education and health curriculum at the stage of compulsory education stipulated and implemented by the state.It has been implemented nationwide for more than 10 years since its promulgation in 2011.Although the physical education curriculum standard has been promulgated and implemented for many years,there are still some problems that can not be ignored in the implementation process,especially in some rural areas.Based on the implementation theory of "Smith Model",this study investigates and analyzes the current situation and difficulties of the implementation of physical education curriculum standard in rural junior middle schools in Ziyun County by using the methods of literature,questionnaire and interview,starting from the idealized documents,implementation institutions,target groups and environment.The research shows that the main factors affecting the implementation of physical education curriculum standards are as follows:(1)Starting from the implementation environment of the curriculum standard,it is considered that the environmental factors such as geography,culture,politics,economy and education in Ziyun County fail to provide a good implementation environment and conditions for the implementation of the physical education curriculum standard.(2)Starting from the executive organization of the curriculum standard,it is considered that: first,as an organizational organization,the Education Bureau lacks the implementation plan of the local physical education curriculum standard and the organization of teacher training;As a specific executing agency,the school lacks a long-term physical education teaching plan based on the physical education curriculum standard,insufficient support and other factors.(3)Starting from the target group of the implementation of the curriculum standard,it is considered that: first,the school leaders failed to formulate corresponding work plans for the implementation and implementation of the physical education curriculum standard,did not understand the documents in place,and had a passive attitude towards the implementation;The gender structure of physical education teachers is unbalanced,with more men and fewer women,insufficient teaching experience,short teaching age and low professional title,and the lack of teachers leads to heavy teaching tasks.Based on the current practical dilemma of the implementation of the physical education curriculum standard in rural junior middle schools in Ziyun County,starting from the environment,institutions and target groups of the implementation of the curriculum standard,this paper puts forward the following improvement countermeasures: In terms of implementation environment,we should further coordinate the forces and resources of all parties,and constantly optimize the cultural,economic,educational and other environment for the implementation of the curriculum standards in rural middle schools.(1)In terms of curriculum standards in rural middle schools.(2)From the perspective of implementing agencies,first,the education bureau should formulate supporting plans for the implementation of the physical education curriculum standard,establish evaluation standards and supervision mechanism,strengthen the coordination between the Education Bureau and the school,increase the investment of sports funds,regularly organize training,respond to the policy of strengthening the province with mountain national characteristics,and actively develop local characteristic sports into the campus;Second,schools need to formulate a clear physical education teaching plan,enrich physical education after-school activities according to the requirements of the physical education curriculum standard,establish a mechanism of supervision,self-examination,reward and punishment,pay attention to the implementation of the physical education curriculum standard,and develop physical education school-based curriculum.(3)From the perspective of implementing the target group,first,school leaders should consciously deepen their understanding of the physical education curriculum standard,timely update the concept of physical education,actively improve the teaching environment for the implementation of the physical education curriculum standard,and improve the team cooperation ability of the physical education teaching and research group;Second,in terms of physical education teachers,cooperate with relevant measures of the school,optimize the construction of physical education teachers,deepen the learning and understanding of the physical education curriculum standard,actively change the implementation attitude,reasonably allocate the curriculum proportion and select scientific teaching content,and tap the resources of physical education curriculum according to local conditions.Based on the analysis of the difficulties of physical education curriculum in ziluo County,this paper also puts forward corresponding countermeasures for the further implementation of physical education curriculum in ziluo County in the future.
