Modern Education Technology (abbreviated as MET on the following) is the breakthrough of educational innovation in the world. Along with the informatization of education and the development of educational reform, MET plays a more and more important action in pushing the Quality Education,improving information accomplishment, training innovation person with ability,promoting informatization of education.The study on education showed that one of the pivotal factors which influence students to develop their competences is the teaching skills of their teachers. The competence of using MET has become an important part of the teacher's competences. As a direct actualing person of information technology teacher, It's MET competence will restrict directly the development of educational informatization and training of student's information accomplishment. at one time, to be a MET professional person for information technology teacher, it`s MET competences influence other subject teacher`s MET competences improving.In order to improve MET competences and MET level of primary school and junior school teachers,promoting teacher`s specialization developing,the ministry of education promulgated the《Standards of The Primary School and The Junior School Educational Technological Ability (testing)》(abbreviated as《standards》on the following) on December 25th,2004.Our country will establish primary school and junior school teachers'training of MET,examination,and authentication system according to the《Standards》.It will promote primary school and junior school teachers'MET training and merit system developing healthly.It is the first professional technology competence standard for the primary school and the junior school teachers in our country.The promulgation and execution of the《Standards》will be a landmark in our country's education,which will make further influence on the educational reforming and development in our country. The Chinese Educational Technology Association promulgated《Standards of Educational Technology of China》(abbreviated as SETC on the following) in 2004. It has regulated standards of MET to the different personnel from basic requires and performance targets.The school-based research and traning is an effective approaches to improve the teacher's specialized skills,which root in the need of the curriculum and the entire programming.It is campus training activities, which are initiated by schools and based on the teaching practice,and aimed at satisfaction for the need of the teacher's work.The school-based training has many characteristics such as pertinence, agility, diversity, efficiency, regularity, and economy. So It becomes a important form for all the teachers` MET training.The teachers of information technology in primary schools and junior schools are the main force of information technology education in all the schools.Comparing with the teachers of other subjects, they have plenty of knowledge on subjects and skills,In the《standard》and SETC, the teachers of information technology are regulated It for MET professional persons.This reseaching aim is first improving Information Technology teachers MET ability,exerting their advantage and action on the school-based research and traning,making them as enforcers and propelents and fully carrying out the training of MET for all the teachers.This reseaching according to《standard》and SETC , by investigating into the information technology teachers'MET,analyzing the information technology teachers'MET competence of status quo level, bring forward the countermeasures.Part one: introduction:(putting forward questions, the researching background, the actuality in the domestic and the overseas, the purpose, the significance, the researching methods .Part two: MET competence of primary schools and junior schools.
