In recent years, education informationization has become the focus and hotspots of thereform of basic education. The improvement of the level of teachers’educational technologicalcapability is the key to realize education informationization. To this end, the Ministry ofEducation issued "Teacher Education Technology Competency Standards " in2004, andlaunched the educational technology training, which is national, mandatory and involves thewhole primary and secondary school teachers, according to this standard. However, a lot ofproblems appeared around the primary and secondary school teachers in educational technologytraining, for example training content is out of line with the actual teaching, training mode isuniform, training effects are short in duration, and so on, which seriously affected theperformance of the training. At present, performance technology becomes a hot topic of multidisciplinary research. Itrefers to a technology, which applies systems approach to maximize job performance throughdesign, development, implementation, management and evaluation of goals and behavior. Inrecent years, performance technology has applied mature in the training area of commercial, corporate and other for-profit organizations. This thesis attempts to put performance technologyinto the educational technology training for teachers in primary and secondary schools, to lookforward to the analysis and solution to "input-output "imbalances of the current primary andsecondary teachers’ education technology training and ultimately improve the performance ofthe training. This thesis is consisted of five parts. The first part described the background to the study, the status quo, purpose, meaning, the main content and research methods. In the second part, through literature research, I learned and elaborated the concept, development of performancetechnology history, characteristics, and introduced several basic patterns. The third part showedquestionnaires and discussion, which conducted analysis of primary and secondary schoolteachers in educational technology training. Considering the characteristics of the primary andsecondary teacher education and technical training, I demonstrated the feasibility of the primaryand secondary school teachers in educational technology training. The fourth part is the mainpart of the thesis. By five steps that the performance analysis, cause analysis, the choice o fdesign of interventions, the implementation of the reform of the interventions and evaluation, the paper designed performance technology training model which is applied to primary andsecondary teacher educational technical training. First by organizational analysis to grasp theorganization’s actual performance status, the paper determined the performance status oforganizational expectations, compared and analysed to identify the gaps.By analysing the causesof the gap and identifying the factors affecting the performance improvement, the paper selectedand designed a performance intervention programs on the basis of the previous two-step analysis. The next will be the implementation of performance intervention programs and changingorganization in the implementation of the program. Finally, the paper conducted formativeevaluation for the training process and the training effect. The fifth part contains conclusion, thelack of research and the next work.
