At the beginning of the new century, rural compulsory education in China has caught hot attention of Chinese Communist Pary, government and social fields. It meets unprecedented development opportunity. It is one of important protections for continuous healthy development of rural compulsory education in China that we perfect rural compulsory education investment system step by step. Now, County-Investing System is widely executed in Chinese rural compulsory education. In the process of executing, it produced many problems and couldn't fit in with rural compulsory education even more. This proplem is also giving rise to recognition and attention of academic circles. Many study achievements have come into being. But, from these study achievements, we can find that there are very few theorized and systematized articles and writings on Chinese actual rural compulsory education investment system, especially from the perspective of education system ethic, and even few using the mode of connecting history and discussion. The study object of this dissertation is actual County-Ivesting System of Chinese rural compulsory education. Its'ethic of establishment and implement are reflected from the perspective of education system ethic. On the basis of researching, according to the theories on education system ethic, and learning from foreign rural compulsory education investment system, a series of theoretic ideas and countermeasures for constructing equal and fair investment system and protection mechanism of compulsory education in Chinese countryside are put forward.
