In an unprecedented development in the context of visual culture, visual literacy has become one of the essential qualities of modern man. However educational technology undergraduate have many deficiencies in visual literacy, domestic research on visual literacy has remained mostly on theoretical research, practical research is less involved. Therefore, the practice on the promotion of educational technology undergraduates’ visual literacy is imminent.Based on a review of visual literacy-related research status at home and abroad on the concept of visual literacy, the relationship between visual literacy and the educational technology has made summarized. Meanwhile, the status of educational technology undergraduate visual literacy as the basis, and referring to "Visual Literacy Competency Standards for Higher Education" for education to define the content of visual literacy. Analysis the characteristics of Flash software, and a comparative study with other tools, summed Flash software advantages in students’ visual literacy. Using the "color attribute" in " modern visual media art" as an example, to make a flash-based visual literacy instructional design paradigm and apply it to the "Visual Culture and Media Literacy" course teaching. Through empirical research to verify the feasibility and effectiveness of flash-based educational technology to enhance undergraduate visual literacy.This study shows that: the method of improving education technology undergraduates’ visual literacy based on Flash in this study is feasible. In terms of enhancing the teaching and learning effect of visual literacy courses, prompting the development of educational technology undergraduate and produce outstanding visual resources, and promote the rapid development of educational technology and construction of visual resources, has a certain practical significance and application value.In order to improve the educational performance of educational technology professional visual literacy, and provide reference for future reference and research.
