| According to the non- Archimedes infinitely small C~2R model, coupling with the peculiarity of higher school in inputting and outputting, the paper constructs the inputting and outputting index system which considered both the teaching and the science research in college and university all-round, and set up the comprehensive evaluating model for higher school. Then in view of 12 universities' circumstance which subordinate to ministry of education, the paper evaluates the efficiency amount, and gave the input redundancies and output deficiency of relative school. At the same time, the paper selects the different indexes to get the results according to different index system, and analyses the results seriously. At last, the paper refers to the problem exists in the past evaluations, and improves the opinion that it is the very important problem for the higher school to improve their educational efficiencies.The result showed the following question .1)the university which is better than others in output probably not had a high efficiency, because of it's a large amount of input, such as Beijing university. 2) some universities get a good output basing on enlarge the students scale. Such as jilin university. 3) many universities got a high output because of their more input. So it is non-scientific to evaluate the universities by output simply.The innovation and feature of this paper is 1) applying the index of the student-teacher ratio with a new angle . The paper analyzed the input of the teacher amount engaged in teaching and the teacher amount engaged in learning and science research separately according to the above student-teacher ratio. So it is more scientific. 2) the paper considered the factor of educational quality , which seldom considered by others when they applying DEA in the education. 3) fabricated the indexes according to certain goal and get the univercity efficiencies under different portfolios of indexes. So it evaluated the universities from multi-direction.
