For the 21 st century, the Central Party Committee takes a stand on the perspective of the historyand the era, put forward the magnificent goal of building a socialist harmonious society. China'suniversities have to focus on the overall situation, have the courage to undertake and carry out theirresponsibilities, make an all-out attempt to build the "responsible University." The Universitymanagement team is only a major force, but also the key force to build the "responsible University."Therefore, strengthening the practical research and the theory of the management team is of greatsignificant to the construction of building the "responsible University", to the promotion and thedevelopment of China's higher education, and to promote the construction of a harmonious society.This paper puts forward the definition of "responsible University", describes what is the incentivemechanism and the main motivation theory, which provides a theoretical basis for the study. In recentyears, the University's management team has made considerable progress, but comparing with theconstructive requirements of "responsible University", there are still large gaps. There are manyproblems. Therefore, Strengthening the University's construction of the management team is key to thesystematic research of the incentive mechanism and the key to establish a scientific, rational, effectiveCollege management team incentive mechanism. By inspiring, and fully mobilizing the enthusiasmand creativity of the managers and constantly improving their work efficiency and quality, we canrealize the individual development of the managers, and promote the overall development ofuniversities and achieve the constructive objectives of "responsible University". Basing on thecomprehensive analysis of the requisite characteristics and incentive factors of the university managers,According to the conditions of our country, and the foreign university management team's experiences,the paper puts forward the goal and the principals of the university management team construction,designs the incentive mechanism model of "responsible University", and the countermeasures of itsimplementations.
