Compared with the past in the new era of environmental education are tremendous changes have taken place:First, with a knowledge-based society and the background of economic globalization era, there is a new challenge to higher education. Second, though a new round of extensive outreach and resource integration, colleges and universities face many new situations and new problems, and there is fiercer competition between colleges and universities. Strengthening institutions of higher learning within the meaning of construction, especially the management system--teachers fully explore the potential of human resources in colleges and universities, and health institutions to achieve rapid and sustainable development are becoming a major issue before manager and theoretical workers in colleges and universities. As Deng Xiaoping said, a school can train qualified personnel for the building of socialism, fostering morality wisdom health in a comprehensive way, and the culture of workers with socialist consciousness, the key lies in the teachers.For the purpose of further deepening the reform of inner management system,it is their urgent task to find ways to strengthen the inner management system,and to build up a scientific incentive mechanism which is advantageous for bringing up and using talents, so as to let the teachers take full initiatives and to use their creative power to the fullest extent, and to raise the teaching quality and efficiency of the university and to ensure the vigorous and sustainable development of the university.Thus, this thesis mainly argues how to effectively encourage the incentive of university teachers. Firstly, it elaborates the domestic and international incentive theories, including some content mode incentive theories, such as Maslow's need level theory, ERG theory of Alderfer, dual factors theory of Herzberg,achievement incentive theory of Mcclellnad; some Process mode incentive theories,such as expectation theory, fair theory, establishing goal theory; some behavior correcting mode theories, such as reinforcement theory, result belonging to reason theory,set back theory. Then it analyses the job characters, personal characters, the characters of needs and the characters of mental stress and conflict of university teachers. Second, the paper analyses the present situation of China's university teacher incentive system, and put forward the existing problems that call for furthter research and solution, it put forwards the means how to enhance the incentive system in the universities based on the successful experience of incentive at home and abroad. Finally, it provides some helpful practical analysis and research for the university teachers in the appraisal practice how to proceed the performance evaluation.
