Now, our country is constructing the national intellectual property right strategy. As an important part of the national innovation system and the important base of knowledge innovation & technology innovation, universities undertake the key works of creating independent intellectual property right. The level of protection and exercise of intellectual property right of the universities has a direct bear with the construction and implement of the national intellectual property right strategy. To answer for the requirement of the construction and implement of the national intellectual property right strategy and take the advancement of the protection of intellectual property right in universities as the target, this article goes through the study of the protection of intellectual property in universities. We analyze the specific requirements of the national intellectual property right strategy for the protection of intellectual property right in universities. And we point out the vital importance of the university intellectual property right in the national intellectual property right strategy. On these grounds, the article elaborates the oblivious problems confronted with the protection of intellectual property right in universities and goes deep into the profound reasons behind. We think that the sticking point for so many problems is the dim consciousness of intellectual property right, irrational scientific evaluation system, ineffective transform system for the fruits of scientific research, the distempered administration organizations and invalid managing measures. In order to solve those problems, we do more to review the experiences of protection of intellectual property right in the other countries and districts and summarize the beneficial inspirations to our country. We point out that the university intellectual property right protection is just the means; the realization of the market value of the intellectual property right is the key and aim. We think that a favorable intellectual property right protection system should be: gain-(administration) protection-exercise-the benign exercise system of gain. On the grounds of that, we put forward five ways to perfect the protection of the intellectual property right in universities. (1)adopting effective measures to prevent the loss the intellectual property right; (2)constituting correspond systems to encourage the creation of intellectual property right; (3)establishing effective mechanism to promote the transform the research results; (4)composing a unifying and coordinate administration system in line with the university's conditions to administrate the affairs concerning the intellectual property right in universities; (5)constructing a lasting and comprehensible intellectual property right educational system.
