Twenty-first century is a century for Chinese people to realize the dream ofmodernization and its former two decades has witnessed the young China's pursuit ofthe ambition to be a great economic power in the world. The history has proved thatevery surpassing in economy is led by that in human resources, so the realization ofthe overall and grandest development of human resources within a short time is aheavy task presented before China.Based on human resource theory, human resources' development theory and somerelated economic and educational theories, this paper analyses the quality and theeconomic functions of vocational education, probes into systematic theory of itsinfluence over economic development, and formulates the relationship between socialeconomic development stage, human resource development and vocational education.Meanwhile, starting from some aspects such as cultivation of labor force'svocational morals and standardization of labor force's behavior, improvement ofhuman resources' vocational quality, promotion of the efficiency and benefits ofhuman resources' allocation system, exploitation of human resources and so on, thispaper all-inclusively and systematically expounds vocational education's function androle in the development of human resources, and puts forward some new points aboutvocational education and human resources' development. In the end, this papersummarizes the successful experience of foreign countries' vocational education's rolein the development of human resources and displays its utilizable significance to ourcountry through comparative researches between economically successful countries.Fully exploiting tremendous data and original staff, this paper makes a systematicand substantiative probation into our country's primary national conditions, strategicchoice of economic development and the present conditions of human resources.Moreover, the author of this paper draws a conclusion that vocational education is amain way to develop our country's human resources in the following twenty yearsthrough careful analysis of the inner relationship between our country's economicdevelopment strategy, human resources' development and vocational education, andobjects of human resources development in the following twenty years.After systematic analysis of the present situation of our country's vocationaleducation from human resources' development perspective and on the basis ofquestionnaire investigation, enormous statistic data, the author has discovered somequestions about our country's vocational education failure in meeting the demand ofour country's human resources' development, and made a anatomical analysis of itsreasons.Furthermore, the author illuminates a strategic idea of vocational education'sparticipation in human resources and puts forward pertinent countermeasures andoperative proposals through strategic research of human resources' development.
