Since the country initiated its reforming and opening-up policy, the third sector in China has been developing greatly. Especially as the period of transformation has come, the third sector's environment is changing a lot. As a new subject in public management, the third sector take it's special advantages in the constructing of Harmonious Society. However, because of many historical problems and practical situations, the third sector in China has not been developing very well. So, in the new background of constructing Harmonious Society, how will the third sector learn from successful experiences and take a way to match our country's situation? We think the third sector is a new kind of social organizations, which comes into being because of the departure of state power and social power and of the failure both of government and market. This new kind of social organization aims to humanity service, improving social development, ensuring public rights, pursuing human welfare and protecting public or team profits. It runs in the way of being participated on one's own will. It has fixed organizations and independent abilities of decision-making and action-taking. It is a relatively independent social organization.The new age brings new social demands which are different from the former age. When people's standards of living are leveling up, there are many new social problems coming into their lives. Therefore, constructing Harmonious Society becomes the new strategic aim of China. The third sector plays a very important role in solving social problems, integrating social resources and maintaining social stability. It has a lot of special predominance in the political, economical and social areas.It is very necessary to refer to western developed countries' experiences in studying the third sector. The two modes Form Bottom to Top and From Top to Bottom in western countries are very successful because of their mature civil society. But both of them can not be transplanted to China simply, so we have to find another mode Top and Bottom. In this mode, the interaction between the government and the third sector, and the interaction between the third sector and the privacy can make the different parts of the society become a whole.From the analysis above we can conclude that the third sector should coordinate the constructing of Harmonious Society, improve its own quality and develop harmoniously with the whole society.
