School-based Curriculum, based on the premise that both state and local curriculum are mainly concretely implemented by school teachers, makes the full use of local course-resources through the scientific assessment of students' needs, and it aims at developing into a curriculum with a aide variety and selection of courses for students in the thought of running a school.The development of School-based Curriculum is on the basis of state educational policy, educational philosophy, assessment of students' needs and course-resources as well. It places emphasis on schools' diverse needs esp. needs which have been hardly satisfied in the traditional courses.As an indispensable component of the state Curriculum Plan, school-based Curriculum, together with state curriculum and Local curriculum composed "three-level-Curriculum" structure, which is implemented in school now. The development of "School-based Curriculum" is a response to the challenges in the new century, and as an inexorable demand to fully exploit and develop students' potentialities, it is also the capital construction of training the new talent through schools giving full play to its distinguishing features and superiority.With the thoroughgoing reform of the elementary education, people's enthusiasm for "School-based Curriculum" of researching, experimenting and exploring its theories keeps high. The aim and nature of Chinese-teaching determines the urgent development of Chinese School-based Curriculum. This paper makes a summary of boththeoretical and practical experience acquired in and abroad, and with the specific conditions in the Middle School Attached to ChangZhi University combined, it gives an attentive summation and a profound rethink of experience acquired as well as problems appeared during the development of Chinese School-based Curriculum with the hope of further a constructive way of developing "School-based Curriculum".
