At the same time, it reflects the party's comprehending to the change of its historical directions and the translation of its style of leadership, and the party's sober grasp to the prominent effects of talent resources in present. Beginning with defining the concerned notions of the principle of the party being in charge of talents and making use of the Marxist concept and methods, the paper comparatively systematically elaborates and analyses the necessity and countermeasure for implementing the principle. Through systematic study and theoretical explanation, author puts forward a theoretical framework of the principle of the party being in charge of talents. There are three parts in the paper. In the first part, author clarifies the connotations and denotations of cadre, talent and intellectual, as well as the interrelation between three notions in the language situation of the present China and Communist Party of China. Then author combs the developing track of the party's cadre and talent policy, compares similarities and differences in the connotation and the implementing pattern between the principle of the party being in charge of talents and the principle of the party being in charge of cadres. On the basis author thinks that the principle of the party being in charge of talents is not a simple extension of the principle of the party being in charge of cadres, but a new consideration of the party's cadre work and talent work. In a very long period, two principles all will play important role simultaneously. In the second part, author discusses necessity to insist on the principle of the party being in charge of talents and the historic inevitability to propose the principle. This principle is an outcome of knowledge-based economy age. On one hand, the objective world requires that the party be in charge of talents. Because of talent resources' extreme importance in economic and social development, competition for talents is becoming more and more furious all over the world. Under the circumstance, not only our country is placed in the disadvantageous dilemma in fight for talents (As a result, the safe condition of talent resources allows of no the optimism), but also in our country neither the situation of talent work nor the amount and inner quality of talent resources satisfy the economic and social development far and far. On the other hand, the subjective world equally calls for carrying out the principle of the party being in charge of talents. The principle not only concerns the enlargement of our party's ruling foundation and improvement of our party's ruling ability, but also has respect to social stability and maintaining settled and united political phase. In a word, to a long-term ruling Marxist party, the principle is high disenchantment of our party's talent consciousness and the urgent demand for consolidating ruling position. In the third part, author places much emphasis on elaborating the propping system of the principle of the party being in charge of talents.
