Nowadays China is experiencing a complex and unique process. This process not only includes industrialization, stylization, modernization and globalization, but also has the reforming of all aspects of system, such as economy, culture and politics etc. The problem of free-education of rural-urban migrant workers' children is the result of the conflict of the changing process and temporarily out-of-time policy.This research's standing-point is the action of all kinds of responsibility body: the country, schools, parents and the whole society. This article tries to answer these questions below. How do they act, when they face the problem of free-education of rural-urban migrant workers' children? Is there any changing in their attitude during the passing years? What interaction happens among them confronting this issue?This paper chooses different analyzing structure and research method according to different responsibility bodies.Chapter one analyzes the country: central government and local government. It tries to reflect the attitude and the changing of action, which the country has referring to the problem of free-education of rural-urban migrant workers' children, using the reference research method. This article concludes the central government's policy into four steps: non-institution, limited capability and passive behavior, reflecting and discovering, consummating systems and positive solution. Taking the Wuhan city for example, this research finds that at this issue local government is guided by the central government directly in the basic principle and policy support. Local government makes the suitable and practical policy to guide and supervise the local departments and schools. The process of Wuhan city's changing policy has three steps: first, strengthen the rational management of the school;secondly, fully use the public school's ability;thirdly, enforce the policy. Facing the unbeneficial institution, Local government gambles with the central government and negotiates with the public schools.Using the deep conversation method and observation method, Chapter two analyzes the schools: public school and private school. Public school could be treated into three groups: future type, normal type and slow progress type according to actual behavior of public school carrying out the government policy. This research analyzes the publicschools' attitude, daily practice, the relationship with other departments in the society and the difficulties during this procedure. Meanwhile making use of the concepts "process-event" and "increments in the course of events", it analyzes the innovation of schools. Taking the Zhuyeshan primary school for example, which is founded by a retired public school teacher, this paper focuses on the private school. It shows a picture of this private school, which is struggling in the severe harsh market law and the strict control of the local government's policy. Its situation is not well.Using the deep conversation method and questionnaire method, chapter three analyzes the farmer-workers who have children. This chapter mainly pays attention to those aspects, such as entering the cities with the children, the issue of going to school, the caring and helping of children's education and the interaction with the cities other power. It tries to reveal the parents' attitude and action at this point.Chapter four is the conclusion and sublimation of chapter three. Under the theory of policy process, this chapter analyzes the policy process relating to the issue of the problem of the free-education of farmer-workers' children and at the meantime shows a picture of all sorts of social power's interaction.
