Pay more attention to the laid-off workers participating in the mass sports is not only the internal demand of constructing a harmonious society, but the embodiment of respecting the human right. At the same time, it is an important way to improve the development of their physical and moral health. What's more, the further implement of the "sports for all" plan requires us pay more attention to the health of the laid-off workers. Since people from all walks of life has gradually attached importance to the social security problem of the laid-off workers, the sportsdom starts to concern their physical and moral health and the right to attend the sports. Considering the characteristic of the laid-off workers, we do not expect their participating in the mass sports can achieve the average national level. The only thing we could do is to appeal the society's attention to their physical and moral health, and do our best to help them attending the sport for all.On the basis of referring large numbers of referenced literature, we investigated 3800 laid-off workers from 9 cities by questionnaire, and systemically analyzed every link of the laid-off workers' participating in the sports for all activity. The text impersonally described the behavior, characteristic and effect of their activity, theoretically revealed the influencing factor. Finally, the text brought forward the countermeasure of promoting the laid-off workers to participate the sports for all activity. The main conclusions are as follows:1. The life rhythm of the laid-off workers is erratic, so the time for practice is scattered. Besides, most of the laid-off workers are under a condition of unhealthy or subhealthy.2. The laid-off workers did not know the "sports for all" plan very well. Among the 3800 investigated laid-off workers, there are only 250 who can understand the content of the plan.3. The whole level of the laid-off workers participating in the body exercise is not very high. There are 9.7% who never take exercise out of the gross sample, 8.26% who take exercise often. The proportion of female laid-off workers participating in the sports for all activity is a little higher than male.4. On the choice of the activity item, jogs and walk is beyond the age because it is feasible, timeless, placeless, and manageable at the exercise momentum.5. Individual exercise is the preferred form for laid-off workers. Besides, taking exercise with friends and colleagues is the main form. There are 12% laid-off workers who take exercise organized by the community, which means the community sports is an important form for laid-off workers to take part in the organized exercise. On the choice of the exercise site, the order is as follows: public gymnasium, area around the residence, the street, the dooryard or indoor, which is similar to the townsman's choice of our country. Moreover, the time for laid-off workers to exercise is irregular.6. In the daily life, especially the physical exercise, the laid-off workers formed their own values and attitude towards the sports. Most laid-off workers hold positive attitude, and their motive to attend the exercise is various. The result shows that female laid-off workers attach more importance to the amusement and social intercourse function of the physical exercise.7. The laid-off workers have gained a reasonable acknowledgement about the function of the physical exercise in keeping the body in good condition. But there are still approximately 2/5 of the total investigated laid-off workers who regard the medical treatment as their preferred choice to guarantee their health.8. The present site and equipment for exercise can not meet the need of the laid-off workers. They need policy in favor of their participating in the physical exercise, and when they are taking the exercise they want someone to coach them.9. There are some factors that influence the laid-off workers to take part in the sports for all activity. The positive factors are the habit formed during the school years, and the sports news;the negative factors are the lack of leisure time and equipment, heavy load of the chores, exercise site too far from the habitation, and so on.10. The problems found in the physical exercise of the laid-off workers is the protruding ones during the implement of "the sports for all" plan;emphasizing the physical exercise of the laid-off workers can make sure the further implement of the "sports for all" plan, and is an important tache of promoting the development of the mass sports.
